Build a "Noir Atelier Menu" React component.

CONCEPT: The navigation of a couture house. A minimal top bar opens into a full-screen index of collections in large Bodoni italics.

LAYOUT & CONTENT:
- Top bar: wordmark 'MAISON NOIR' tracked, a 'Menu' text button.
- Overlay: four links (Collections, Atelier, Journal, Appointments) with roman numerals I–IV, and a footer line 'Paris · Milano · Tel Aviv'.

INTERACTIONS & MOTION:
- Overlay fades in over 0.5s; links rise from y 100% inside masks, 120ms stagger, ease [0.22, 1, 0.36, 1] over 0.9s (deliberately slow).
- A 1px champagne line slides under the hovered link via layoutId.
- Non-hovered links dim to 35% opacity.

DESIGN SYSTEM — Luxury Noir:
- Near-black #0E0D0B background, champagne #CBB68B accent, ivory #EFE9DD text. No glow, no gradients.
- Hairline 1px champagne rules, very generous spacing, slow and confident motion.
- Type: Bodoni Moda (italic for accents) with tiny uppercase tracked labels.

CRAFT RULES:
- Motion: Framer Motion with spring physics (type: "spring"). Animate transform and opacity only. Respect prefers-reduced-motion via useReducedMotion().
- Icons: lucide-react where icons are needed.
- Accessibility: real <button>/<a>/<label> elements, visible focus ring, keyboard operable, aria attributes where state changes.

OUTPUT: one self-contained React component file (Tailwind CSS v4 utility classes, framer-motion, lucide-react), no external images, default export, ready to paste into a Next.js App Router page with "use client". Load any Google Font it needs with next/font/google.
